Resumen  

This paper finds new unexpected challenges in the implementation of convencional transportation Project which were supposed to alleviate pollution and to reduce congestion. These challenges to conventional projects make the Bus Rapid Transit very expensive in terms of social of unemployment and escalating investment cost, while the Bikeways are simply ineffective. This paper shows the ways by which the development of Internet and Cellular technologies as well as the increasing motorization of the population make the Intelligent Transportation Systems a potentially very cost/effective way to curb the traffic congestion and reduce pollution and which implementation should be of equal or higher priority
